Well if you ask me what is best for SEO, then I would say, if you are building a static website, then CSS is the best else if you build a dynamic website, ASP or JSP can do wonders on what you would like to create.

3. Meta Tags: Meta tags are the important factor for both SEO and PPC mainly Adwords. The typical meta tag contains Title tag, Keyword tag and Discription tag. Make sure that your Title does not exceed more than 63 characters. And the keyword and Discription is usually 150 characters. Have your Title and Discription Syncronized and see that you cover more keywords in these areas.
